What are we looking for? – Someone to demonstrate personal drive, a positive

The Maintenance Specialist IV (MSIV) performs highly complex (senior-level)

construction, restoration, renovation, and maintenance work. Work involves

building repair, renovation, restoration, and alteration for the designated trade

skill (Telecommunications) work pertaining to the day-to-day operations and

activities of the Communications department serving North Texas State

Hospital (NTSH).

The MSIV, Telecommunications Technician is responsible for the following:

perform the installation, maintenance and/or repair of video surveillance

systems, digital paging equipment and pagers, phone lines, telephones and

telecommunications equipment, intercom systems, two-way radios, electronic

locks/badge ID systems, projectors (network and non), TV’s and entertainment

centers, including gaming consoles, the patient computer lab (involves

installation and maintenance of computers, printers, and dedicated network

cabling/equipment), and other electronic systems. Also includes the running of

TV cable lines, CAT6 cable, speaker wiring, and any other cables or wiring

deemed necessary. Responsible for day to day functions described above at

North Texas State Hospital, Vernon campus. Reports directly to the Program

Specialist II, Director of Communications.

Essential Job Functions:
Attend work on a regular and predictable schedule may be required to work extended shift and/or overtime, as well as a specific call shift schedule or rotating call schedule.

  • Examine work orders and work to be done; prioritize work in order according to policy and procedure, with patient safety issues being completed first; examine equipment and/or structures, determine best method(s) of performing work, fabricate specialized items when deemed necessary for best outcome (or when refinishing or renovating existing equipment), and inspect finished projects to ensure work meets building regulations.
  • Plan, schedule, perform or oversee building repair, renovations, or restoration projects as they are assigned. Will maintain applicable building codes and life safety codes.
  • Perform Preventative Maintenance on equipment as required (and makes repairs or contracts service as needed). Document any necessary information on all CAFM tickets.
  • Will assist local staff in evaluating and determining his/her needs for Communication requests
  • Take necessary steps to expedite service or repairs needed in order to give better service to the people we serve.
  • Escort contractors/vendors or other personnel and inspects work performed to ensure building code and/or contract compliance;
  • Assist other maintenance personnel in troubleshooting and repair of electrical systems and equipment, such as fire alarms, emergency electrical power generators, or any other equipment with electrical controls so those departments can maintain a quality environment.
  • Maintain all inventory.
  • Procure items by following State established guidelines.
  • Follow all policies and procedures to ensure a safe and healthy environment for customers served and protection of state property.
  • Use computer and keyboard skills necessary to perform daily office and shop functions, including CAPPS, CAFM, Outlook, Excel, Word, etc.
  • Assist the Program Specialist II in the day to day operations of the department so operations can continue uninterrupted during the absence of the Supervisor or other personnel
  • Perform other duties as assigned by Program Specialist II
  • Perform other duties assigned to include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
  • Knowledge Skills Abilities:
    1. Knowledge in telecommunications, construction, repair and maintenance, operation of building equipment and utility systems, building materials, electronic or electrical work.

    2. Knowledge of National Electrical Code (NEC) Codes, National Fire Protection Association (NFPA)Codes, Standards, Life Safety Codes, Joint Commission, and NTSH policies and procedures.

    3. Knowledge of generator systems, and APC and UPS devices, and care of each.

    4. Knowledge of CAFM, CAPPS, MS Office, with basic computer proficiency.

    5. Ability to use test equipment and to effectively determine the appropriate course based on test results.

    6. Ability to understand and effectively apply verbal and written instructions, work from drawings, schematics, and blue prints.

    7. Ability to train and/or supervise others.

    8. Ability to provide excellent customer service.

    9. Ability to organize preventive maintenance programs,

    10. Ability to responsibly handle sensitive and confidential information and situations.

    11. Ability to read and interpret manufacturers’ specifications, work and maintenance plans and material safety data sheets. Communicate faults, malfunctions and workplace hazards, prepare reports and maintain operational records.

    12. Ability to diagnose and resolve problems.

    PHYSICAL and/or ENVIRONMENTAL DEMANDS: The physical and environmental demands described here are representative of those encountered and/or necessary for the employee to successfully perform the essential functions of this job:

    1. Office environment and outdoors with a wide range of temperatures ranging from winter to summer.

    2. Ambulatory skills, e.g. stand, walk, sit, climb, balance, stoop, kneel, crouch, and work from ladders, scaffolds and other high facilities;

    3. Move and work safely and effectively in tight quarters such as crawl spaces below floors and above ceilings.

    4. Hand-eye coordination and arm/hand/finger dexterity.

    5. Ability to speak, hear, smell, and exercise visual acuity.

    6. Ability to transfer weights of fifty to one hundred (50-100) pounds anticipated for this position; Perform manual labor involving strenuous work, such as moving furniture, equipment, building materials, etc.

    7. Driving requirements for this position are moderate to high frequency.

    8. Must be able to work in environments that may be dusty, noisy, wet, cold, or hot.

    Registration or Licensure Requirements:
    Must possess valid Texas driver’s license or obtain it no later than 90 days after hire date. Eligible driving record required based on HHSC Fleet Management policy.
    Initial Selection Criteria:
    High School Diploma, equivalent, or relevant work experience.
    Additional Information:
    Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the HHS OIG list of Excluded Individuals/Entities. Males between the ages of 18-25 must be registered with the Selective Service.

    Salary Note: The salary offered will follow HHS starting salary guidelines which are typically made at or near the minimum of the salary range.
