Mission of the position:

The national ICT Manager leads the ICT function and ensures professional management of the national ICT services in line with global ICT standards, adequately utilising ICT services to gain higher efficiency in processes for Member Association. He/she provides ICT information relevant for national management for steering and decision making.

 National Director / National Management Team

 ICT Advisor CEE/CIS

 Director of ICT CEE/CIS

Key performance areas and main responsibilities:

ICT Governance

 Creates national ICT strategy based on Member Association’s and global ICT strategy and ensures implementation

 Provides technical direction and framework to ensure business needs are met optimally by technological innovation, automation and improvements

 Ensures national ICT infrastructure and services are in line with global SOS ICT standards and local legislation

 Ensures ICT planning and budgeting processes in the Member Association

 Represents Member Association in the regional ICT network and contributes to regional knowledge sharing processes

 Develops and implements national IT policies and procedures

 Leads national ICT co-workers (if exist), managing the performance and ensuring development of direct reports

 Is responsible for external IT partners management

ICT Management

 Is accountable for ICT services functionality in the Member Association

 Is accountable for roll-out and execution of national/regional/global ICT policies, processes and projects in the Member Association

 Is responsible for procurement of IT hardware, software and outsourced ICT services

 Manages national IT infrastructure/services ensuring business continuity by implementing national and global ICT policies

 Is responsible for the establishment of ICT services in Member Association Programmes

 He/she has advisory role in providing ICT related inputs for national project proposals to donors/partners (if applicable)

 Drives ICT capacity activities for national co-workers in cooperation with Human Resources Manager.

Child Safeguarding (CS)

 Responsible to raise awareness of the SOS Child Protection Policy principles and to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination

 Carries out CS risk assessment within his/her sphere of responsibility and ensures that relevant actions are put in place to mitigate the existing and possible CS risks

 Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the national CS focal

Direct supervisor: National Director

Functional supervisor: ICT Advisor CEE/CIS

Responsibilities:

 Responsible for strategic ICT planning/budgeting

 Analysing business requirements to determine technology needs  Coordinating ICT activities to ensure data and network services availability

 Design, develop, implement and maintain systems, policies and procedures

 Monitor innovation and technology changes to discover ways the organisation can gain competitive advantage

 Negotiate and approve technology vendor/outsourcing/consultant contracts and service agreements

Must criteria:

 University degree in Computer Science/ Information Technology Management

 3-5 years experience in the field of information technology management

 Excellent knowledge of Microsoft based IT systems and infrastructure solutions

 Background in designing/developing IT systems and planning IT implementation

 Solid experience in project management

 Good command of written and spoken English

 A team player with excellent communication and presentation skills

 Experience in people management  Self-motivated, result-oriented, innovative and service-oriented

 Good negotiating skills
