Job Summary

The focal point for Network support and coordination related to all Flight Information Region (FIR) operations. Coordinates and monitors all networking activities that affect operations and its equipment serviceability. The role has limited control over all major networks that Air Navigation Service systems and equipment use to ensure Network integrity.

Job Description
Key Accountabilities:
  • Coordinates all release and restoral activities national in scope, for network maintenance and technical projects for all FIRs, including other ANSPs for work done by NAV CANADA or work by outside agencies impacting NAV CANADA operational systems.
  • Arranges network release; arranges the initiation and revision of COMSTATE actions and ensures follow-up; identifies Network dependencies in the event of a break down; returns Network to full operational readiness in a timely fashion in the event of an interruption of service, etc.
  • Coordinates network corrective maintenance by evaluating the impact of problems and establishing consultation with TOCs to determine operational impact; initiates corrective action when possible; establishes restoration priorities.
  • Evaluates Network performance proactively and determines / recognizes trends; analyzes performance indicators; prepares trend reports; briefs appropriate personnel on network performance. This could include but not limited to some remote troubleshooting and when possible, remote restoral such as resetting a VM (Virtual Machine).
  • Coordinates contracted maintenance activities with outside agencies and companies including services NAV CANADA receives such as Bell and other Telco provider.
  • Monitors network status by confirming network integrity, acknowledging network alarm, and initiating service restoration when possible.
  • Performs activities in support of the Safety and Quality Program to ensure it is being maintained within the specialty.
  • Participates in audits, site inspections and assists with evaluations.
  • Conducts Fire Warden Duties and Building Evacuation coordination in the event of a building emergency.
  • Provides first aid services to employees within their work location.
  • Monitors certain operational systems such as power ware, weather, operational routers, etc.
  • Collaborates with operational units (TOC, NOC, ACC, etc.) on procedures, investigations and information gathering.
  • Pushes configurations to various networking devices.
  • Performs initial triage on cyber security events.
  • Perform a variety of service management activities (service incident, change management, service escalations & service performance reporting) using a variety of Supplier portals.
Job Requirements
Education:
  • A Secondary school diploma; and completion of an acceptable training program in electronics technology or an approved alternative.
Experience:
  • Experience in telecommunications
  • Experience in the field operations as an ANS electronic technologist is an asset.
  • Experience in technical field or Network management is an asset
Knowledge (30%)
  • Knowledge of electronic theory, computer systems, and network management
  • Knowledge of techniques and practices to maintain and certify electronic equipment and systems and Networks when required
  • Knowledge of preventative maintenance schedules and priorities
  • Knowledge of radar, navigation, communication, Networks, power and security systems used in the provision of air traffic services
  • Detailed knowledge of the ANS working environment including the system and equipment operational requirements, inter-relation of user groups, management structure, contract services and external contacts
  • Thorough knowledge of all ANS systems and equipment with respect to function, user requirements, safety and security standards, loss of redundancy, and operational impact caused through loss of service
Abilities (30%)
  • Ability to plan and organize activities in order to coordinate and implement long term or high profile planned Network shutdowns.
  • Advanced communication skills, both written and verbal in coaching and mentoring staff negotiate with internal and external third parties, deliver presentations, prepare written reports and respond to a variety of questions.
  • Ability to organize work, set priorities and resolve problems
  • Ability to work independently

Working conditions:
  • This position is based at the Ottawa ANS and is classified as an onsite position. This position is not eligible for a flexible work arrangement.
  • The work involves extended periods of sustained mental attention, unpredictable workload, multiple and conflicting priorities, tight deadlines, unscheduled tasks and the requirement to respond to emergency situations rapidly. The work involves 24 hour shift coverage.
  • The work is performed in an office environment involving periods of sitting or standing at a desk or workbench. The work, however, does require occasional travel to other locations and may require carrying equipment.
The successful candidate must meet the security requirement of the position and be legally able to work in Canada.
