Primary Duties and Responsibilities:
- Mid-level project manager who possesses equally- developed skills and proven success in business operations, organizational change management, and stakeholder engagement consulting to work within the Office of the CTO at Department of Homeland Security (DHS) and OCIO at Health and Human Services.
- Serve as project management and daily operational lead for 10 – 12 Zero trust and Telecommunications SMEs.
- This role also delivers project management, business operations, organizational change management, strategic planning, and stakeholder engagement planning and execution across the larger business operations unit to create integration, greater alignment, and shared efficiencies across the Department.
- Leadership of project support planning, integration, and execution of plans and associated tactics. This work includes development of a requirements management plan, risk registry, stakeholder engagement /communication plan, oversight of the content for an office Share Point site, Microsoft Teams and other tactics that extend across a suite of products and services.
- Day-to-day project management; planning and execution on a range of workstreams including: requirements collections and analysis, spend plan development, budget management, program management reviews, product management, data calls, content development and logistics coordination for governance meetings, PMO meeting facilitation, development of standard operating procedures, management of stakeholder distribution lists, meeting minutes, and various reporting-related activities to the government.

Skills/Abilities:
- Advanced project management experience such as developing and creating integrated master schedules, Work Breakdown Structures (WBS), defining and sequencing activities, estimating activity resources and durations, and developing and controlling schedule.
- Development and management of data analytics for project, including the management of development of performance metrics and reporting.
- Development, editorial support, and oversight for message strategies, copy content, creative/graphics and branding for deliverables such as: technical documents, one-pagers, fact sheets, executive communications, and DHS Component emails as well as creative direction for a variety of communications templates.
- Ability to read and interpret government policy, regulations, and directives and to apply those to activities in accordance with contractual requirements.
- Must be a self-starter with the ability to work effectively independently and in team settings to include close collaboration with program managers.
- Identifies, qualifies, and leads capture of new and organic business opportunities; Leads business capture and proposal process to ensure compliant and timely responses to client Requests for Proposal/Quote (RFP/RFQ), Requests for Information (RFI), and Sources Sought Notifications (SSN).
- Excellent communication and interpersonal skills.
- Design metrics, reports, analyses, and experiments which surface actionable insights. Effectively communicate finding to the broader team and partner with them to drive prioritization and shape implementation decisions.
- Provide ad-hoc reporting and analysis.
- Develop standard reporting models to support and improve business processes.
- Develop visualizations and/or presentations to help disseminate information in a non-technical manner.
- Responsible for communicating and resolving data-related issues with external partners.
- Train and support the team on approaches, analytical techniques, and analysis. Is the SME and POC for team questions or escalated inquiries or concerns. Leads the training and onboarding of new staff.
- Assess, identify and create innovative process and methodology improvement and implement best practices and new methods of analysis. Coordinate with the cross-functional team to ensure they are adequately prepared in advance of new releases.

Education/Experience:
- Bachelors / Associate degree.
- Project management: 3 years (Required)
- Project and people management: 5 years (Required)
- United Stated Citizenship (Required)
- Leading comms with senior Federal Government leadership: 2 years (Preferred)
- Social science, engineering, IT, management, finance work: 8 years (Preferred)
- PMP (Preferred)
- DHS Public Trust Clearance (Preferred)
100% Remote with once a month travel to DC for client meetings.
Job Type: Full-time
Pay: Up to $140,000.00 per year
