Job Description and Duties

Under general direction of the Program and Project Supervisor, the Policy Advisor (Research Data Specialist III) is required to help evaluate Risk Assessment Mitigation applications by investor owned utilities, help evaluate data submitted by IOUs, and help develop and advise on new policies and regulations. They will be required to independently determine the scope and parameters of research and analytical tasks and projects; research and develop innovative or undefined methods for collecting, analyzing, and communicating data; identifying new strategies or sources for collecting data; assessing patterns to forecast future impacts and trends; and making policy recommendations. The outcomes are used to advise Commissioners, Administrative Law Judges and other decision makers at the Commission.

Incumbents advise executive staff on research projects, studies, policy papers, and reports. The Safety Policy Division needs an individual with strong critical thinking skills, an education that includes training in statistics, finance, engineering, economics, geography, or other quantitative field, and strong writing skills. We do not necessarily need specific knowledge or experience about utility regulation. The incumbent will also help visualize and communicate about safety related data and ensure that IOU’s regulated by the Commission continue to improve safety performance. They will write analyses, make policy recommendations, interpret data, provide evidence-based advice to decision-makers at the Commission.

Department Information

Safety Policy Division/Risk Assessment Safety Analytics:

The Risk Assessment and Safety Analytics (RASA) section of the Safety Policy Division promotes safety by ensuring that the regulated entities integrate risk analysis and risk management practices into their current operations, future planning, and decision-making processes. The RASA Team works to identify, analyze, and mitigate present and potential risks in the natural gas & electric systems; promotes risk-informed decision-making in Commission proceedings, particularly General Rate Cases; coordinates with other Commission divisions, State and/or Federal agencies to promote safety in regulated utility operations and research expenditures; and identifies new approaches to risk assessment and energy policy development through whitepapers, reports and presentations before the commission and at industry conferences.
The RASA team monitors proceedings, rate case testimony, utility performance, and other data and information to identify safety concerns and issues that should be considered in new applications, rule making or investigations and provide recommendations to Commission decision-makers.
