The Department
The Information Technology Services Department (ITSD) works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.

The Position
Under immediate supervision, installs, tests, repairs, maintains, and terminates the use of telecommunication and electronic equipment. Various job assignments may involve support of either Voice/Data/Radio equipment.

The Ideal Candidate

The successful candidate will have some experience in electronic cabling identification, problem solving, along with experience using tools and ladders to run cables between equipment and the user. Knowledge of cable specifications and handling is a plus. In addition, they must work well with others and ensure high customer service standards are met.

EDUCATIONAL INCENTIVE/BILINGUAL INCENTIVE: Incumbents may be eligible for an educational incentive of 2.5%, 3.5% or 5% based on completion of Associate’s, Bachelor’s, or Master’s degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

The Telecommunication Network Installer III is represented by the International Union of Operating Engineers (IUOE) and are eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill present and future Regular, Temporary, Fixed-term, Intermittent, or Extra Help vacancies. There is currently one (1) Regular, Full-time vacancy within the Information Technology Services Department.

Examples Of Duties

Duties may include but are not limited to the following:
  • Installs, tests, repairs, and maintains telecommunications equipment – wireless access points, telephones, and modems. Fault isolation down to the board level may be required;
  • Performs job walks to determine how best to complete job, materials, parts and requirements for job along with time estimates to complete each job;
  • Installs, tests, repairs, and maintains Telecommunication Cables – Fiber optics, Category 3,5,6 and other various types, terminating on blocks, jacks or other connectors;
  • Maintains/updates Service Now, provide written quotes and time estimates to supervisor;
  • Performs scheduled routine equipment maintenance, on UPS’s or other electronic equipment;
  • Maintains Service equipment inventory records and related activities in both Service Now, Ventura County Human Resources & Payroll system (VHRP), and General Services Agency (GSA) warehouse;
  • Communicates with customer on scheduling jobs or installations and provide service updates on larger jobs;
  • Performs other related duties as required.
Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, AND EXPERIENCE

At least two (2) years of telecommunications experience, that demonstrates the knowledge, skills, and abilities for this position.

NECESSARY SPECIAL REQUIREMENTS
  • Possession of or ability to obtain a valid Class C California Driver License by date of hire;
  • Ability to complete a considerable amount of cable pulling and terminations, of all types of telecommunications cabling;
  • Ability to identify, and recognize different colors is required for termination of colored cabling;
  • Ability to utilize a full range of body movements, involving reaching, bending, grasping, and climbing;
  • Ability to perform manual labor associated with pulling of telecommunications cables which may include lifting objects weighing up to 50lbs;
  • Ability to work under difficult weather conditions;
  • Ability to work with batteries;
  • Ability to work long hours to resolve production problems or meet project deadlines;
  • Ability to work nights, weekends, and holidays on an on-call basis;
  • Ability to travel within the county independently as needed;
  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.

KNOWLEDGE, SKILLS, & ABILITIES

Some Knowledge of:
  • Principles and procedures regarding the installation of communication cabling and devices;
  • Battery Replacement;
  • Service Now;
  • Fiber Optics
  • Microsoft Word and Excel.

Ability to:
  • Ability to identify and analyze operating problems and implement changes;
  • Provide a high level of customer service and maintain positive working relationships with customer departments and internal staff members;
  • Maintain accurate records of work performed;
  • Operate a Class C motor vehicle while following all traffic and safety laws;
  • Communicate effectively both orally and in writing.

All applicants are required to complete and submit the questionnaire for this examination AT THE TIME OF FILING. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant’s qualifications and acceptability for the position. APPLICATION EVALUATION – qualifying

TRAINING & EXPERIENCE EVALUATION:
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. ORAL EXAMINATION – 100%: An in person or on-line, un-proctored, job-related oral examination will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of 70% will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
