Your Impact:

The Joint Interoperability Test Command (JITC) is a dynamic, forward-leaning organization, on the cutting edge of cybersecurity, DevSecOps, cloud computing, big data analysis, and other advanced technologies. JITC is the Department of Defense’s Joint Interoperability Certifier and the only non-service operational test agency for information technology and national security systems. As a member of the Jacobs team at JITC, your expertise and skill will support risk-based test, evaluation and certification services, ensuring the C4ISR systems scheduled for fielding to our nation’s warfighters function as designed, are fully interoperable, and support mission requirements.

Job Description: Performs technical support in support of facility capabilities and test objectives. Technical support is primarily in the areas of SL-100/CS-2100 support and sustainment, call manager support, establishing phone endpoints, and setting up Time Division Multiplexing (TDM) solutions. Test and vendor support fall primarily into 3 categories; full time vendor support, 4 to 6 week testing support, and vendor drop off support. Applies common T&E practices that include identification of capability requirements, meeting stakeholder needs, development of testing and evaluation approaches, development of data collection strategies, authentication, and validation of data, and reporting clear and understandable results, and providing actionable recommendations to improve the operational effectiveness of products tested.

Reviews, analyzes, and evaluates IT system operations. Reviews and analyzes schematics, and technical drawings, diagrams, and specifications. Must be able to review, analyze, and interpret government representatives’ needs. Supports the design and implementation of test procedures and test networks to determine if standards and criteria are met. Recommends adjustments to the T&E processes or detailed procedures, if appropriate. Supports quality assurance and compliance with applicable regulatory requirements; conducts audits and reviews/analyzes data and documentation. Relies on manual methods and automated test tools to execute the testing and evaluation activities. Inspects, tests, and measures data that is produced or consumed. Must be able to document, notify, brief, and discuss results. Records all initial findings and documents final test results in a government approved formatted formal report. Accounts for anomalies and errors found during testing and data analysis, notifies customers and management, and analyze and/or correct problems or make appropriate recommendations for a solution.

Qualifications

Must be familiar with a variety of the IT field’s concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. A certain degree of creativity and latitude is required. Works under general supervision. Typically reports to a project leader, supervisor, or manager. Must be adept at problem solving, identifying risk, and communicating results and recommendations to department management.

Requires a Bachelor’s degree; an Associate’s degree at least 6 years of experience; a minimum of 60 semester hours of formal education working towards an Associate’s or Bachelor’s degree and at least 8 years of experience; or at least 12 years of experience is required. Requires at least 1 certification in area of specialization. Additional certifications in the area of specialization may be substituted for 1 year of experience. The degree must be in a relevant technical curriculum and experience must be related to the job duties.

Required:

  • Experience performing call management support tasks (such as; Cisco Call manager, REDCOM call manager (slice, HDX, Sigma), Avaya AS5300 (Aura) call manager, NEC 3C Call Manager, Ribbon A2 ESC Call Manger)
  • IAT Level II Certification (such as; Security + CE)
  • Secret clearance
  • Ambition to learn new skills to support telecommunication testing objectives desired.

Desired:

  • Experience setting up phone endpoints (such as; Teo (Tone Commander) 4000, Poly Trios/CX/X50s, conferencing systems, VTC systems)
  • Experience setting up Time Division Multiplexing (TDM) solutions (Such as; Promina NX1000)
  • Experience testing telecommunication systems or products
  • Experience performing System Administration tasks in support of telecommunication system requirements
  • Knowledge of Assured Services Session Initiated Protocol (ASSIP) for Voice over IP phone systems
  • Knowledge of Voice gateways and various Codecs to support line compression and video services
  • Knowledge of Telecommunication networks for legacy and VOIP systems

Essential Functions:

Physical Requirements

Work may involve sitting or standing for extended periods of time. Must be able to work at a computer, desk for extended periods. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.

Attendance

Core work hours will be between 9:00 a.m. – 3:00 p.m. Monday – Friday. with the exception of approved leave and Holidays, attendance is mandatory. Punctuality and regular attendance are necessary to meet deadlines. This position is expected to be on-site during all regular business hours. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Must be able to interface effectively with individuals at all levels of the organization. Must be well organized with the ability to coordinate and prioritize multiple tasks simultaneously. Must be able to communicate effectively and have clear, concise and accurate communications skills in English, both verbal and written. Must have/maintain appropriate security clearance. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.

Primary Location: Fort Huachuca, AZ with 10% travel possible.
