Our C&S health plans are faced with the challenge of continuously differentiating themselves through flawless performance, innovative locally focused and data-informed solutions and partnerships all while anticipating state needs. The Solution Partner will act as a single point of contact with health plan leadership and C&S Policy & Strategic Engagement Partners to identify and execute upon solutions within the most critical development priorities for a given market.

The Partner will work across the enterprise to develop and collaborate on nimble and compelling solutions and differentiation in local markets. This support is not limited to the procurement cycle of a given market, but the support naturally increases in advance of this critical business event.

The Partner’s primary duties will be engaging internal and external stakeholders along with the health plan CEO and C&S Policy & Strategic Engagement Partners to develop and execute programmatic strategies that achieve the highest level of readiness ahead of an anticipated RFP, while ensuring those strategies effective translate into our state proposals. To do so, the Partner will lead the development and execution of a comprehensive readiness strategy that best positions assigned health plans as the clear leader and partner of choice to the state. That is achieved by leading a comprehensive, innovation-focused readiness plan that ensures flawless execution of health plan state commitments, while pushing development of industry-leading innovations and local solutions. This leader will utilize comprehensive research and health plan collaboration to support development of local innovation and differentiators, while driving overall readiness ahead of an expected Request for Proposal. The Partner will be expected to be a leader within the organization and work with other executive leaders to provide direction and decision making. The Partner is accountable for the solution efforts in assigned markets, while directing the work of the assigned team.

This leader will understand how to drive complex business processes throughout a matrix organization while articulating the execution of the strategies and tactics to effectively influence our programs and express them in response to state procurements. He/She is responsible for promoting high standards through development of policies, protocols, and practice guidelines that are both effective and compelling to state customers.

Job Components:

Market Analysis & Competitive Positioning

  • Partnership with C&S Policy & Strategic Engagement Partners and the Health Plan CEO’s to understand and influence the state’s vision and transformation activities
  • Synthesize and interpret applicable data from internal and external sources to identify market characteristics/ competitive landscape/needs/problems (e.g., market opportunities, financials, technology trends, user preferences, industry/regulatory/legal standards, gaps, product portfolios)

Strategic Solution Development & Execution

  • Accountable for overall solutioning across assigned markets – encompassing each market’s differention, execution roadmap, and timeliness of identified deliverables.
  • Ensure incorporation of external market trends and best practices related to programmatic solutions from academic sources and competitors into C&S’ practices
  • Disseminates best practices/expertise gained from localized innovation to other C&S markets, as applicable
  • Define and help to build and/or leverage the core competencies/capabilities that distinguish us in the marketplace which include differentiating innovation solutions, but also flawless execution of table stakes commitments
  • Serve as a key leader to further refine C&S strategy for a fully integrated care model, including ongoing refinement of a seamless clinical member and provider experience strategy
  • Draft and/or consult on critical content development for complex sections of C&S RFP responses, and oversee more junior members of the team in developing content

Relationship Development and Credibility

  • Support health plan leaders, in partnership with Policy & Strategy, with value propositions for applicable audiences to drive planning and implementation (e.g., states, members, providers)
  • Quickly builds credibility to represents the business to key external stakeholders and clients, including state regulators and strategic business partners

Operations Management

  • Leads and drives large scale initiatives, assists with program governance and manages interdependencies, estimates and allocates resources
  • Develops, translates and executes strategies, including RFP content development and assists in preparation for oral presentations
  • Navigate and influence multiple cross-functional teams in a complex, matrix work environment
  • Partners with key operations and support teams and leaders to define program requirements and expected benefits; ensures associated service level agreements are met.

Required Qualifications:

  • Bachelors Degree or higher education
  • 10+ years health industry or consulting experience
  • Extensive experience conducting expansive research and developing high quality written work product synthesizing the results of that research
  • Expert at strategic conceptualization both at a local level and also within the framework of being a part of a national organization
  • Negotiation, problem solving, prioritizing, planning, facilitation and decision-making skills. Accurately scopes out projects, sets objectives and goals, incorporates feedback from multiple stakeholders, develops schedules and resource assignments, measures performance against goals, and evaluates results
  • Proven ability to collaborate and integrate multiple perspectives; values and incorporates contributions of people from diverse backgrounds.
  • Demonstrated ability to lead business initiatives to a successful outcome
  • Proven communicator; capable of effectively presenting ideas and articulating concepts and tactics; proven ability to communicate effectively with executives; ability to quickly understand needs and act on those needs; ability to conceptualize and effectuate change management and “out-of-the-box” thinking
  • Willingness to take a leadership role in driving initiatives, working across organizations and structuring approaches to new opportunities while aligning to common goals
  • Proven cross-functional influence and well-developed relationship building skills while leading toward common goals

  • Intermediate level of proficiency with PowerPoint and Excel

Preferred Qualifications:

  • Advanced degree
  • Experience with Medicaid procurement process
  • Experience in leading health plan operations and/or clinical strategy

Colorado, Connecticut or Nevada Residents Only : The salary range for Colorado residents is $134,200 to $257,700. The salary range for Connecticut/Nevada residents is $134,200 to $257,700.
