Context:
The Border & Identity Solutions (BIS) Unit, within the Immigration and Border Governance (IBG)
Division at IOM-HQ level manages the development and implementation of Migration Information and Data Analysis System (MIDAS), the IOM-developed Border Management Information System (BMIS) worldwide, in order to assist IOM’s Member states to meet the complex migration and border management challenges, contributing to orderly and regular management of borders and migration.
MIDAS is currently installed in 28 countries (with potential 10 more countries in the pipeline), and it allows States to collect, process, store and analyse traveller information collected at the border and share them in real-time across the entire border crossing points network, including Immigrations’ Headquarters. MIDAS enables migration authorities to easily monitor travellers entering and exiting the national territory by land, air, and sea border crossing points. It also provides a sound statistical basis of migration and mobility data, to ultimately support evidence-based policies in the field of cross border mobility, migration, trade, and health, as well as inform related regional priority-setting.
To eliminate any risks of duplications, as well as mainstreaming the border control processes at Border Control Post and HQ levels, MIDAS has been developed to be interoperable with other BMISs, including the Personal Identification Secure Comparison Evaluation System (PISCES), as well as with international and/or national databases such as INTERPOL’s alert lists. Additionally, IOM and UNOCT have signed an Agreement concerning the United Nations Counter Terrorism Travel Programme (CTTP), which includes the interoperability between MIDAS and goTravel.
Upon request from countries using both MIDAS and other systems such as PISCES, INTERPOL’s i-24/7 and/or GoTravel, MIDAS is capable of exchanging traveller data to allow for data consolidation or querying to enhance border management and security.
Considering the expansion of MIDAS worldwide, and the need to further enhance beneficiary countries’ border management capacities, IOM is recruiting an Information and Communication Technology expert based in IOM Headquarters in Geneva to support the interoperability between MIDAS and the above-mentioned systems.
The Information and Communication Technology Officer (MIDAS) will work under the overall supervision of the Senior Border and Identity Solutions Specialist, the direct supervision of the Identity and Border Management Officer based in IOM-HQ in Geneva, and in close collaboration with IOM ICT Division.
Core Functions / Responsibilities:
- Contribute to the development of relevant solutions to facilitate the network relatedMIDAS-PISCES interoperability for requesting Member States, including relevant testing and participation in coordination meetings with the Counter Terrorism Bureau of the United States Department of State.
- Contribute to the development of relevant solutions to facilitate the network relatedMIDAS-goTravel interoperability for requesting Member States, including testing and participation in coordination meetings with UNOCT.
- Contribute to the successful interoperability and testing of MIDAS with Advance PassengerInformation System (APIS), Fixed INTERPOL Network Database (FIND), and Mobile INTERPOL Network Database (MIND) as requested.
- Help develop MIDAS disaster recovery strategy, including relevant measures concerning itsinteroperability with system such as PISCES, goTravel and INTERPOL’s databases, and support Member States in their implementation.
- Support the MIDAS User and Installation guides update, especially concerning network and ICT infrastructure.
- Support the Country Offices’ MIDAS ICT focal points with the implementation of the necessary technical infrastructure needed at Border Crossing Points (BCPs) and Immigration’s Headquarters for the MIDAS roll-out (including networking cabling, Virtual Private Network VPN configuration, among others) as requested, to allow interoperability with external systems (PISCES, goTravel, or INTERPOL’s databases) as requested by Member States.
- Provide remote and/or on-site support to government counterparts and Country Offices’ MIDAS ICT focal points during MIDAS roll-out at targeted BCPs and Immigration’s Headquarters as requested, including (but not limited to) the installation and configuration of relevant servers, Windows and web applications and services.
- Provide remote and on-site technical support and capacity building to requesting CountryOffices and Governments (including hardship locations) in countries in which MIDAS is or will be installed, to facilitate its sustainability, including support concerning relevant interoperability with PISCES, INTERPOL’s Databases, APIS (including goTravel), national databases, etc.
- Provide remote and/or on-site MIDAS troubleshooting support as requested, while ensuringknowledge transfer to government counterparts and Country Offices’ MIDAS ICT focal points through regular mentoring sessions.
- Keep an updated record (Note for File) on the assistance requested by and provided to Country Offices and government counterparts.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Information Systems, Computer Science, Mathematics, Business Administration, or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience working with border management information systems will be an advantage;
- Experience in the implementation and administration of Microsoft Windows Server OS 2012/2016 and higher;
- Experience with supporting multi-site IT Infrastructure and Application services;
- Experience in network installation and configuration, including CISCO devices;
- Experience in capacity building initiatives and training delivery on ICT related topics, including briefs and presentations for senior management.
Skills
- Close familiarity with Windows Server operating system and ICT infrastructures;
- Solid technical documentation writing skills for system analysis and design, including drafting user manuals;
- Capacity to anticipate and prepare responses to changing IT needs.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Spanish or French is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
